Choosing who you meet comes first
On Getemeraldchat the gender filter comes with the room, at no cost, so the first face you see is one you asked for.

Asked before the first match
Do I need to sign up?
No. There is no account and no profile to fill in. One quick check opens the room.
Does the gender filter cost extra?
No, it is included for free. You set it before the first match.
Is this the Emerald Chat app?
No. Getemeraldchat is its own room in the same random video chat style, and it opens in your browser.
I came looking for the Omegle app. Is this close?
Yes, it is the same idea: a random video chat with a stranger. The difference is that you choose who you meet first.
Which languages does it speak?
Eleven, English included.
